It might be possible to replace the screen:

I think I would do the same, disconnect the 12V for as long as you have time for 10 or 20 minutes will be fine..

My guess is its probably what the dealer would do, so instead you trying to make an appointment then waiting for days or weeks you will know right up front it does or does not work.

I think I would also turn on then off the headlights after the battery cable is off, use up any excess voltage that may be stored.

That's not a pretty failure. I'd start looking for a new-to-you head unit ASAP. My guess is a failure on the actual LCD glass itself where various ribbon cables bond to the glass. I break dozens of LCDs at work every year, if not more. This is the sort of failure where we plug and unplug, and failing that, straight to the trash.

Make sure it's the same year car, unless some clever GM engineer can verify...

Yeah, when those LCD glass connections go the screen is pretty much hooped. Looks like a replacement screen assembly will be needed to fix this...

So…. Finally reporting what I did.
I tried disconnecting battery - nothing.
A week ago I spent maybe 2 hours trying to get to the display - was able do disconnect it and it didn’t help either.
ordered new display right away(I think it was 2019), received it Thursday, connected - success!!

About getting to the display. There’s one post here about it. I couldn’t get to the bolt on the right side. I found taking out glovebox very usefull. Through the opening, you can see clips and can help yourself to push them out from inside(on passenger side). Then under power button, there’s small panel hold by 1 bolt and a clip. After removing it, it’s possible to pop clips around power button( you can see them from inside as well). Then its easier to remove mid trim and access the display. I had problem with disconnecting one of the cables(my guess its power) and I broke the hook(I still dont know how it should’ve been managed), but it holds in place fine.
