I recently bought a 2019 Bolt with 15k miles on it at the begining of the year. Since buying it I have not been getting any charging speeds above 25kw while charging at fast chargers rated for up to 150kw. I have been starting at a soc around 10% to 25%. I have tried Evgo and electrify America for the most part. Now it is winter where I am with temperatures ranging from 20°F to 35°F when I have been charging so that may be why. Is this typical charging speeds or is there likely an issue with my cars fast charging system?

It's very typical. As I noted in the thread linked by @cwerdna , Bolt's charging speed is capped at around 21kW when the battery gets colder than 50F. Even under best circumstances, the maximum DCFC charging speed is 55kW. So going to a 150kW charger won't do you much good in terms of trying to charge it fast.
