I am about to place a custom order for 2023 Bolt EUV. Are there more additional dealer costs expected apart from MSRP, Destination, Sales Tax, Documentation, Tag and Title?

Depends on the dealer. Some do and some don't. I would look around and find a reputable dealer that won't try to add $1000 or more for paint sealer and other stuff you don't need or want.

It depends on the dealer. Some add a market adjustment adding $3,000-$6,000. on top of all the other charges. I checked with Chevrolet, and they said basically dealers can do and charge whatever they want. You have to ask the dealer if there is any additional charge and check the agreement before you sign. The dealer I ordered from does not add any additional charge above the charges you mentioned.

I suggest you don't accept any "market adjustments".
This practice is wrong and should not be accepted by consumers.

AFAIK, GM does not tolerate it.
I agree. Some dealers add a market adjustment fee of $3,000-$6,000 on top of all the other charges. Find a dealer who does not add market adjustment. I asked and selected a dealer who doesn't. Check the contract before you sign it.

GM may not "tolerate" it, but it is a very widespread practice. It is hard to find a dealer who doesn't add market adjustments. Over on the Reddit/r/bolt sub-reddit folks are quick to point out which dealers do and which don't either add a market adjustment or add bs mandatory options like window vin engraving, or nitrogen filled tires.

I am thinking of placing an order for a 23 Premier to replace my id4 order. I have been waiting for over 11 months and still have no idea when it is going to arrive. Does anyone think GM will raise the msrp for the bolts if congress brings back the $7500 for Chevy.?

We can only speculate, but if they do, it likely would be hidden in a bump due to chip shortages, commodity price increases or something else to justify it.

I can understand $1000 or so but not anymore than that. Raising it too much will be too close to the price level of the new equinox ev they had claimed.
