I was disappointed that the Buick Encore didn't have an EV instantiation. There's one on my street and, although I generally don't like SUVs/CUVs, I find it rather attractive.

I'm reasonably sure the Bolt EUV is the "Bolt EV Incomplete." I don't think GM would use the same "meta" name for a complete different platform.

Also, the rumor for a while has been that the Buick Encore would be the small "lux" CUV based on the Bolt EV's platform. GM's announcing that they are developing a new, BEV 3 platform specifically for their Cadillac line would appear to support that theory.
