If I get carpool lane decals from the dealer at the time of start of lease itself, how do I get the clean air vehicle decal certificate in my name? I tried to apply using REG1000 form few months ago but I never got a response. If the answer is still REG1000, what should I check on the box - Replacement ID card? Transfer to new owner?
