I purchased a 2019 Bolt on Memorial Day weekend Of 2019. I applied for the California clean vehicle rebate of $2500, and my tax guy is telling me I have to declare that on both my federal and state returns. In the latest manual regarding this program it states that the rebate is not taxable and a 1099 would not be issued. Does anyone know one way or the other and have supporting documentation?

You need a new tax person. It is specifically stated it is not taxable income and no 1099 will be issued. Rebates are a gray area for declaring as income. I wouldn't count any rebate as taxable income unless I received a 1099. You can read rebate tax laws in different ways. You already paid taxes purchasing the car for the $2500 extra you paid, why would you have to pay taxes again by receiving the rebate?
