California CVRP limit

I am interested in buying 2020 Bolt but wonder if I can still get the California CVRP rebate. I got 2 CVRP rebates before. One in 2015 and one in 2018. When I applied in 2018, I remember the limit of 2 didn't apply to any rebate received before 2016 or 2017. Now the policy has changed and is vague per "Applicants who have not already met their rebate limit prior to December 3, 2019, will be eligible for one additional rebate." Anyone had similar experience but still got the rebate?

Below is the whole context.
"Individual and business applicants are not eligible to receive more than one CVRP rebate either via direct purchase and/or lease as of December 3, 2019. Applicants who have not already met their rebate limit prior to December 3, 2019, will be eligible for one additional rebate. Those that have already met their two-rebate limit will remain ineligible for an additional rebate. Individuals or businesses that have met the rebate limit with non-fuel cell vehicles may apply for one additional rebate for an eligible fuel cell vehicle. This fuel cell vehicle exception does not apply to Rebate Now applications. "

Last time I checked with them the limit was 2. I used CVRP back in 2017 and I'm about to use my second one soon.
