Sorry i moved away from the Rose City in the 1990s, but any home electrician can do the job. I found one in a local phone book who did it for $300 -- I got the charger on Amazon and he put in the dryer-type outlet and hung the box on the wall of the garage above it.

While the labor should be around $300, given permit costs in Portland, I doubt you're gonna get it installed for less than $600. To compund things labor is not covered by the Oregon tax rebate for EVSEs.

I did it myself for about $120 in parts from Home Depot including a meter that measures EVSE consumption (amazing how inefficient charging is).
