I had the latest sofware installed in my 2021 BOLT. After car is fully charged, a message of fully charged is displayed. However when I start car after few hours, a message of Plug in the car to Charge is displayed. Is it because it is programmed for 80% charge?

It depends. If you have the delayed charging enabled and let’s say you had it set for 7:15 a.m. but you go drive your car at 10:00 a.m., in cold weather or hot weather, the car will use some of the electrons from the battery for "maintenance", so the SOC of 100% or 80% is no longer true, thus you see the message "Plug in to charge" when in Park. It’s a normal message to remind the driver that if the car is parked, better plug it in to charge if it’s not at the preset SOC.
