Anybody know what that perforated circle on one side of the lower grill is for? Can I vinyl over it?

I believe that's a knockout to screw in a tow hook in case the car has to be dragged out of a ditch.

Yup, on most modern cars there is a small plastic cover in the bumper or grill insert. Removing it reveals a large threaded hole for tow hooks.

Pretty sure I saw the tow eye/hook that screws in in the back foam storage unit when I was putting my spare level 1 charger in there

Yup, the "hook" is in the trunk trunk.

I think there's also a tow hook hole in the rear bumper as well. In below picture, it's a small black cutout in the black area of the bumper, right half of the Bolt. I couldn't find in the manual where the tow eye is supposed to be installed, but it does mention a toe eye on pg. 299.
