I used a 24KW Chargepoint DCFC today and noticed the Bolt had the time est for getting to 80% and once it reaches 80%, it goes into Finaizing mode. I then stopped the charge on the Chevy app, disconnected, and left.

Question: Is this the default behavior on all DCFC? Or will leaving it plugged in eventually get the car charged to the preset target (I had it set at 90%)?

It will sit on finalizing and slow down the charge flow more and more until it gets to 90%. You could do a full charge on a DCFC. It will slow down to even L2 speed and finally down to like your OEM EVSE.
The charging station just offers the juice. The brains in the car take care of how much juice it wants when.
Maybe don't do a full charge when you have a line-up behind you :)
