Delayed Charge / Utility Rate Charging Dilemma

I just got a 2023 Bolt EUV. I have finally figured out (sort of) the (very unnecessarily complicated) charging options. But one thing that completely escapes my comprehension is that, when I turn OFF delayed charge, then utility rate charging (which is what I want to use) is immediately disabled. Is it supposed to do that or do I already have a defect? It doesn't even make since I have the utility rate charging set to off peak only. So why would I want to also use delayed charge? Can anyone enlighten me or otherwise shed some light on this?
Delayed charge works hand in hand with utility rate charging, which is why when delayed charged is shut off, utility rate charging shuts off. My understanding is that the car delays charging until the utility rate is favorable in order to meet your charge goal.
