I have quit using the EA app (pick location, pick charger, swipe or double click to activate charger routine), and instead use the EA "card" in my Apple Wallet. Just pull up and plug in, wait for the charger to communicate with the car. When the "charging cost" screen is displayed on the charger, tap the phone (with the EA card chosen from the Apple Wallet) to the rfid reader, and the charger activates automatically. It also switches to the member rate automatically.

Have you tried while the phone is in Airplane mode? Just wondering if having internet connection is required for payment.

I'm sure phone model, software version, etc come into play. The app I found caused me to do two or three attempts generally.
No, the issue is that the credit card readers and RFID readers on the EA machines are extremely unreliable. I got a credit card to work only twice as well. I did talk to a tech turning on some new Signet units and he showed me the newer RFID readers they have, they are more like the ones ChargePoint and EVGO use, much better, nothing exposed to the elements. The RFID readers and the card readers that are integrated are completely exposed to heat, rain and dust. They are junk.

FYI, my Mach E has Plug and Charge, and I am 2 for 2 with it so far. No app, no card, no wallet, just plug in and wait.

Pretty sure it is NFC (Near Field Communications) that the stations use to talk to a phone or other device. RFID is what the membership cards use for charging stations that support such cards. Just sayin'. :>

Oops, right, so curious whether NFC payment system holds a few tokens for use, like with Android Pay/Google Pay/Samsung Pay - meaning no data is required on the device as long as it has valid tokens left.
