Looks like best I can do is set it to 95% of full.

You can set it to 100%, or 95%, or 90%, or 85%, or 80% - well you get the picture. Anywhere from 100% down to 40% in 5% increments.

BTW, from a quick skim, it's obvious that article has some bogus information in it. I wouldn't use it as a source of information.
