I've also found that Fan Level 1 with Defog (upper left button) maintains clear windows. However, if the windows are very foggy then using Max Defrost for less than a minute clears it right up.

With all my previous cars, turning on the A/C briefly has been extremely effective for fog. With the Bolt, Max Defrost is targeted at frost and only runs Heater and Fan Level 6 (recirculate is not affected). Notwithstanding that, it kills fog fast.

Make sure it is outside air and not recirculate!
That is the secret. It saves energy to use recirc, so I use that, until fogging begins. Turn recirc off & things clear up right away.
The other important winter driving tip- be very careful about driving in L if you are on icy roads. If it is very slippery, L can result in so much drag on the tires that they skid on the ice, especially wet ice.
