In August 2019 a Bolt EV was welcomed home. Yet how and where do we get the paperwork to apply to IRS by April 2020 for the electric vehicle credit?

No paperwork required. Just use software such as TurboTax and the appropriate form is there. Enter the VIN and date purchased and zip-pop it's calculated and subtracted for you.
