You have to call 1-800-243-8872 if you don't have an OnStar subscription (instead of pushing the blue OnStar button in the car).
Edit:
If you do get it towed, have them use a flatbed or shift into Neutral and disconnect the 12V battery to prevent the Bolt from automatically applying the emergency / parking brake during the tow.
