Be sure to check out rebates and tax credits you may be eligible for. There is the federal tax credit (up to $7500), a state rebate (Center for Sustainable Energy, up to $2500) and your power company likely offers a rebate too (up to $500 per EV from PG&E, up to $450 per EV from SoCal Edison). There are also some regional rebates. I bought my Bolt and live in the San Francisco Bay Area, so eligibility is likely different for you.

Check out this website for a list of incentives for buyers of EVs or installation of a charger: a lot of money on the table here -

He's leasing, so he doesn't get the federal tax credit, the leasing company does. I can't remember about the $2500 rebate though. Likely the power company credit he can get, as well as a little money back for installing EVSE.
