The Chevy site says its only a three month subscription for onstar guidance, not the same as the Spark.
I could care less about "onstar guidance". In my Spark, a LOT of useful functionality is provided via the 'OnStar Remote' app : lock/unlock doors, remote/cancel start, 'horn & lights', car status (battery level, charging or not, charge mode (immediate or delayed), tire pressure, ...), etc.

Will there be smart app access to the Bolt without an OnStar subscription?

According to the manual, an active subscription is required.
