For those of you in Ontario Canada waiting or taking delivery of a 2019 Bolt or any other 2019 EV for that matter please be aware that the MTO (licensing office) database is not updated with 2019 model year EV’s therefore you will not get a green plate at this time. I was disappointed last week when I picked up my Bolt with normal plates. I tried my luck to get them changed at a local MTO and they couldn’t override manually. They also called MTO head office and were told they likely won’t be updated until December which is ridiculous.
I’ve got some contacts at GM that are looking into this and escalating with MTO.
I’ll update if we get any progress on this.

Correct, 2019’s are not on the “eligible” list which is a joke as my Bolt was ordered before this government was elected 5/28/2018 and my Bolt was delivered and registered in my name before the EV rebate cutoff date of September 10th. This model year technicality is a joke. I’m still pursuing this but am not optimistic. This rebate cancellation was handled very poorly IMO.

Huh... the car model needs to be in a database to have a license plate to be issued in a specific colour? That would miss a lot of new car models for the first few months of their release. I wonder why it was set up to be like that.

Where I live, the car just needs to be classified as electric (battery or fuel-cell powered) in order to get the legally mandated blue license plate issued.

Here in Ontario, the green plate allows us to use the HOV and HOT lanes with just the driver in the car. Since it's an incentive connected to the eco initiatives created by the previous government, it would not surprise me if the new govt is dragging in making these updates. Doug Ford's been living up to the Maple Trump nickname!

Uh oh. Is the Ontario government now positioning to kill the green license plate program as well ?

Regarding the cancelled Ontario electric vehicle incentive program. Will the gov’t now appeal the decision by the superior court which sided with Tesla for the phase out period ?.. or, will MTO now allow a different phase out incentive availability for 1.) Tesla M3 only, or 2.) all brands including Tesla ?

We’re hoping that some common sense prevails. The Bolt has always been on the approved list for the rebate. If the MTO tries to back out of providing incentives on 2019 Bolts delivered before the Sept 10 delivery date cut off it would be as unfair as what they did to Tesla orders.

Bolt is a full BEV, Bolt has always been on the rebate list
Bolt ordered in May18 2018 (before government was elected)
Vehicle received, registered and plated before rebate cut off date

Regardless of whether it’s a 17,18, or 19 model year it should receive the rebate. That would be common sense. Anything less than this would prompt legal action. General Motors Canada should be proactively bringing this forward on behalf of their customers.

I did some digging into the MTO machinations. There is actually good logic behind having an “ eligibility list”. MTO publishes a statement describing what constitutes an eligible vehicle, & maintaining an approved list short circuits any attempt to sue for denial of the rebate if you homebuilt a BEV, or a manufacturer came out with one that was in a grey area.
Their policy (the application forms can still be found online) of how to get on the eligible, is dumped into the lap of the manufacturers.
They must apply to have each model included. I too wonder why they have not launched a lawsuit, with regards to the 2019 MY.
There is no valid reason someone who ordered a 2019,(before July 10), & had it plated, registered, & delivered before September 10, should not be eligible for the full rebate.

Good news for Ontario 2019 Bolt owners. MTO database is updated and you can get green license plates now. It was a pleasant surprise when I received a call directly from MTO head office following up on my emails to them confirming they were updating the database. I picked up my new plates yesterday.

That's good but I've lost confidence in MTO as an organization having integrity.

First they try to shaft Tesla owners. (fortunately they lost the battle in court). Don't know what's happened to early deliveries of 2019 model year Bolts and Volts insofar as the EHVIP phase out was concerned.

My suspicion may be totally unfounded, but: did they stall the updating of the database because that same database for the green license plates is/was shared with the EHVIP application & payment processes ?

I think most of the turmoil is due the change in Gov’t, & the slash & burn mentality of the new Premier.
Ford just started lobbing hand grenades, & the front line staffers were left holding the bag. Things were thrown down the pipe so fast the apparatus could not keep up, or were left waiting for “clarification “.
My experience with the rebate backs this up.
I filled out & submitted the paperwork, then checked a day later to make sure they had received it, (everything had to be submitted electronically, but they didn’t have a PDF you could fill & submit online, you had to fill online, then print & sign, then scan & submit with proof of order date, registration & delivery).
I was told to resubmit, because they were told not to accept the old forms, BUT, the new forms were not ready yet, awaiting word from the top. “keep checking the website”.
Eventually they did come up with new forms, i resubmitted, & got confirmation that it was received.
Marching orders come from the Top Dog at MTO, but, all submissions go to Dept of Finance. Everyone I dealt with at Finance was polite, & helpful.
With regards to shafting the Tesla people, I wrote previously that I thought that was wrong.
There are two plausible reasons for this attempt.
All the Old School Dealerships lobbied very hard against Tesla. They, (much like the Realtors) want nothing to change in how product is sold.
ON is running a large deficit. They are still collecting the carbon tax, if they can stop paying out rebates, they are money ahead.
