I see quite a few “official” Bolts in the greater Seattle area. UW has quite a few, as does the city of Seattle. All white. Never seen a parking enforcement one before!

I think it's very optimal that government agencies are adopting EVs. I think it's very sub-optimal that government agencies would spend taxpayer dollars or premium trims. Not only would an LT be sufficient for this work, most of the options--maybe even DCFC--would be largely unnecessary.

Does LT have heated seats and heated steering wheel? Not having that means resistive cabin heat. That's can't be cheap.
I don't know the local facts, but government cars are often bought under a large-volume, multi-municipality contract. There may be less of a premium payment than we know about in our urge to watch our tax dollars. One might also ask, is Parking Enforcement a net-profit organization, like the IRS and the Motor Vehicle Bureau? It was key to me that the Premier did not force me to buy a sunroof I didn't want or a Navigation package I didn't want. It seems likely that Chevy doesn't make as many of the lower-profit LTs, nor do the dealers pre-order as many.

Premium trim has the 360 camera. If you're going to be parallel parking a lot (like someone in parking enforcement might), it's worth the upgrade.

They are part of the comfort and convenience group.

Yes. The heated seats anyway. Living in the San Francisco Bay Area (and recently moved away from the fog and to San Jose), I never really saw the need for heated serats for me though--until last night. After 2 hours of soccer in SF, I was dreading the ride home because 45 minutes of sitting in one position would almost certainly stiffen up these old legs, and then inspiration hit. I turned the heat in the seats on and let them keep my legs (thighs at least) and lower back warm for the trip. When I finally parked, I was stiff and sore, yes, but seemingly less so than if I had not used the heat.

Or you could just learn to parallel park.

I mean, I find the standard camera does help, but I don't need it much, and have managed well for years without one. So I'm not gonna be impressed with any claim that it's "necessary" for doing that work.

All it takes is avoiding one fender bender payout for the upgrade to be worthwhile. Someone writing the specs for the purchase might prefer the upgrade over trusting that everyone assigned to parking enforcement can "just learn to parallel park." Agreed, however, that downgrading the trim could be a cost-cutting measure.
It's government, governments spend money, it's what they do. If bitching about a few hundred dollars of upgrades spent by a govenment you/we/I don't pay for then the rest of the world must be in great shape.
