Compared to an ICE vehicle ( Colorado), does the Bolt need to be driven for the heat to be felt? Temperature in both vehicles set at the same level, in my case, it was at 77 F. I noticed that if I park the Bolt, the heat coming out of the vents is not as warm as when it's being driven.
Thanks,

That's not something I've ever noticed. My motto is: if you're too cold, just crank that knob around some more!

If you are driving the car, the car looses heat to the outside air faster so cabin temperature drops. When cabin temp drops the Bolt increases the heat coming out of the vents.

May be due to the fact that it takes some time for the heating system components to reach equilibrium with the hot circulating water....

If your heater element only puts out say 5000BTU's and the circulator water, pump, hoses and cabin heater core are all at 20deg they will adsorb those 5000BTU's just getting the system elements up to temp. Once the system components get up to/near the heating element temp then you will feel the full heat output.
