Rear bumper cover gap - is this normal?

I went to my local Chevy dealership and showed them the bumper gap. They took the car in for a day, and got it fixed under warranty (or since the car was less than a month old). Said it shouldn't be like that on a brand-new car. They said there were a couple of loose clips. It looks fine now.
 
So even if you kneel down, you can no longer see the upper edge of the bumper cover? If that’s true I should take mine in.
In the past, the gap was about a half an inch wide, and I could easily move the bumper in and out, but it was not clipping to anything. Now, it stays on tightly, no movement, and there is still a very slim gap under the rubber seal, only a millimeter or two. Definitely feels like it should now. My wife is out with the car right now, but I can take a picture in a bit.
 
Sorry for the delay. Here are a couple of pics. I didn't think to take a before Pic, but it was about half an inch wide, and I could move the plastic in and out with my hand. Now, as you should be able to see, it's only about a millimeter or two, and it stays on securely, meaning it doesn't move anywhere. As it should be. So the dealership got it corrected, under warranty.
