To the main question, I think the projection is about OnStar revenue, not about OTA updates. Actually, providing OTA updates as part of OnStar might actually make it more worthwhile. GM, to date, has only provided one OTA update that I'm aware of, for the infotainment system.

Funny thing, the OTA is the ONLY thing that the vehicle will use wifi for instead of cellular data...
