My photos doesn't capture the amount of bolts stored here near me in Antioch calif. I'll estimate 8k after seeing 17 k German diesels stored here during the VW diesel scandal. The first photo was take about a month ago ,maybe 1 k then.Been seeing truck loads of bolts headed this way lately on the highways. I heard a radio news brief (KCBS am740)about a CAN proposal to give $9500 discounts towards a used bolt inorder to get old polluting autos off the road here in central calif said to be in use by low income residents (farm workers) . I'd like to learn more about this if you can direct me to more info if appreciate it.

One hopes that they don't go to a user until the battery is replaced! In a quantity like that, it almost looks more like a place where they're storing the buybacks.
I seriously doubt they thought of that. These things will also need new 12 volt batteries too. Plus, how are they going to charge them? Seems like a bad idea to me, and as a California taxpayer living in the Central Valley, I'm probably paying for it.

As California taxpayers, we're all paying for it. Probably Carl Moyer program money. Mostly state (ARB) funding, with a small local match by the air district from the $5 (or whatever it is this week) extra District fee you pay on car registration in the district (8 1/2 San Joaquin Valley counties; eastern Kern is in a separate air district). In terms of Cash for Clunkers, though, replacing an old barely-running ICE beater with a Bolt is probably a Good Thing - zero local emissions, and a much newer/more reliable car. Except, as you say, where are they going to charge them? There are chargers at a few low-cost housing projects in Fresno (see Plugshare); not sure about elsewhere, or at the ag worker housing camps. Also note: most of the Valley is served (serviced, in the agricultural sense?) by PG&E and SCE, except for a few areas in the north Valley that are get power from irrigation districts.

There are some DC charging stations in Mexico. I usually see farm workers towing 2 older imported trucks behind them. They take the US cash and buy stuff they can re-sell down there. Almost a ZERO chance they will take these for resale.

California gave Teslas to an isolated farmworker community. Why did the cars vanish overnight?

In a small San Joaquin Valley neighborhood surrounded by miles of nut and citrus groves, six electric vehicle charging stations sit abandoned. Their parking spots are empty, their screens shattered. Over five short months and with nearly $2 million, the state powered a fleet of Teslas and Chevy Bolts that lent residents of this isolated community a transportation lifeline. Then one day at the height of the COVID-19 pandemic, the cars vanished.

Those blue stickers on the windows kind of look like the ones they put on the buy-back Bolts. If that is the case, I suspect that this is just a GM holding lot for for buy-backs waiting on new batteries. Maybe GM is going to do some sort of factory warrantied used EV program for those, but is trying to get more of the existing battery replacements done first. Even then they would have to release them slowly so as to not kill new Bolt sales.

Here is the blue sticker on the Bolt that GM bought back from us.

Sheesh. That's the Bee. Sometimes they allow a read, other times it is locked up. As I recall. there was a government-funded program to allow farmworkers free access to a community-shared fleet of EVs. It worked really well for the farmworkers community who otherwise had a lot of hardships with things like doctor appointments, and shopping, but as the COVID lockdown hit, there was a budget issue and the fleet of cars were recycled to other communities by some partner company which the government had enlisted to administer the program.

I too speculated that these are where they're storing the battery issue buybacks until they can replace the batteries. I have no way to confirm or reject that though.

I hope they know that storing 1000 bolts in a parking lot isn't going to do anything to improve local air quality... though I am sure it helps them capture a lot of State and Federal money.

Speculation ; could be GM is preparing to ship many of these unsellable bolts overseas since there is a deep water port here, like what possible happened to the 17k diesel VWs that were gather here.India would be a good destination.Seems to be allot of obstacles for a valley CAN project, funding, charging, battery replacement.
